Rebecca K. Roth
 is the Executive Director of NERRA.  Rebecca is responsible for advancing NERRA’s mission by advocating for the shared interests of the 28 national estuarine research reserves (reserves).  She represents the reserves before Congress and federal agencies to support federal policy goals and federal agency relations, while also developing support for federal appropriations and legislative priorities that advance the reserves’ interests.

Rebecca has 21 years of experience in coastal management and public administration at the state and local government level.  A coastal land use planner by training, Rebecca spent 18 years working for the California Coastal Commission, where she last served as Federal Programs Manager.  She has been involved with the reserve system since 1998 through her Coastal Commission work facilitating integrated coast and ocean management among California’s three reserves, three coastal programs and four marine sanctuaries, as well as other state and federal resource agencies.  Rebecca earned her Bachelor of Arts degree in Public Administration/City Planning at San Diego State University and her Masters of Arts degree in Public Administration/Public Policy at San Francisco State University. 

A Southern California native, Rebecca currently lives in the Northeast.  In her spare time she enjoys being outside, visiting beautiful coastal areas, and traveling to lesser known international places, sampling their pizzas and bakery goods.You can reach Rebecca by clicking here.

Cindy Dabrowski Kennie is the Director of Special Projects for NERRA.  In this role she assists the organization with ongoing projects including meeting planning for the annual meeting and providing support for the Friends and Foundations Network. 

Cindy has a background in natural resource management and has worked for more than 20 years in the environmental sector, most recently as partner and co-owner of an environmental consulting firm.  She has been involved with the Reserve System for the past 10 years through her involvement in meeting planning and grant writing for programs with the Wells Reserve, as well as serving seven years on the Board of Directors for Laudholm Trust, the Wells Reserve’s non-profit partner.  Cindy has a B.S. in Environmental Studies from the University of Vermont, and an M.S. in Resource Administration and Management from the University of New Hampshire. 


Cindy is a native of New England and lives with her family on the beautiful Maine coast.

Scott G. Rocray, CPA, is NERRA's accountant.  Scott is highly familiar with federal grants and cooperative agreements.  As a CPA, Mr. Rocray has been involved in financial reporting to NOAA on behalf of NERRA and the Wells reserve.  His 23 years of accounting experience provide NERRA the skills to provide financial oversight.
