Mike De Luca

President

Mike is manager of New Jersey’s Jaques Cousteau Reserve. His work encompasses large-scale research initiatives, science education, government relations, and policy.

Kristen Goodrich

Vice President

Kristen is the CTP coordinator at the Tijuana River National Estuarine Research Reserve in California.

Jennifer Raulin

Treasurer

Jennifer is NERRA’s treasurer and manager of the Chesapeake Bay Reserve in Maryland. There she oversees Reserve operations, natural resource management, and program development in research, education, stewardship, and training.

With a 14+ year history of stewarding natural resources in the Chesapeake Bay, Jenn brings a wealth of experienced in coastal management and government administration to her role at the Reserve. She brings the same measured experience, responsibility, and professional integrity to her work at NERRA.

Jenn has been with the Maryland Department of Natural Resources since 2008, originally serving as a natural resources planner. She has both her Bachelor’s of Science and Master of Science from the University of Miami, where she studied Marine Affairs & Policy in the Rosenstiel School of Marine and Atmospheric Science.

Julie Binz

Committee Member at Large

Julie is the Manager at the ACE Basin National Estuarine Research Reserve and the Director of the Coastal Reserves and Outreach Section of the South Carolina Department of Natural Resources Marine Resources Division. She has a bachelor’s degree in marine science from Stockton College and a master’s in environmental studies from the College of Charleston. Julie started at SCDNR in 2012 as the Marine Education Coordinator after serving as education coordinator for the Coastal Friends of SC. She strives to help learners of all ages to understand the link between their behaviors, environmental health, and quality of life in our coastal communities to create a healthy estuary where nature and coastal communities thrive.

Caitlin Chaffee

Caitlin is the manager of the Narragansett Bay National Estuarine Research Reserve in Rhode Island.

Willy Reay

Past President

Long-time manager of the Virginia Reserve and dedicated member of NERRA, Willy’s accomplishments on behalf of the NERRS are significant. He believes wholeheartedly in the NERRS mission and is dedicated to ensuring we are living laboratories and national leaders in providing high quality, long-term data on estuaries.

Rebecca Roth

A land use planner by training, Rebecca is a veteran coastal management and public administration professional with more than 30 years of experience. For 18 years, she worked for the California Coastal Commission, where she last served as Federal Programs Manager. She has been involved with the reserves since 1998 through her Coastal Commission work, which facilitated integrated coastal and ocean management among California’s reserves, coastal programs, and marine sanctuaries. Rebecca grew up and lived near the Pacific Ocean in California for most of her life; she now resides in New England where she still finds her connection to the coast to be one of her greatest re-charges.

Cindy Dabrowski Kennie

Director of Operations

Cindy is the director of operations for the National Estuarine Research Reserve Association. She manages a range of system-wide initiatives, including the annual meeting and the reserves’ Friends and Foundations Network.

Cindy has worked for more than 20 years in the environmental sector, most recently as partner and co-owner of an environmental consulting firm. She has been involved with the reserves since 2005, when she joined the team at the Wells reserve to support planning and grant writing and to serve on the Board of Directors for the Laudholm Trust, the Wells reserve’s non-profit partner.

Cindy has a Master of Science Degree in Resource Administration and Management from the University of New Hampshire and a Bachelor’s of Science in Environmental Studies from the University of Vermont. She is a native of New England and lives with her family on the beautiful Maine coast.

Lisa Luken

Program Associate

Lisa is the Program Associate for the National Estuarine Research Reserve Association. She supports the Reserve System, including the Friends and Foundation Network, and the NERRA Board, through grants management, finance and budgeting activities, meeting planning support, and other administrative tasks.

Lisa brings 16+ years of experience in financial reporting, project management, and team leadership and 10+ years in productivity coaching, organizational development consulting, workshop facilitation, and freelance writing to her role at NERRA.

Lisa grew up in the Midwest and spent her summers on a lake in Northern Wisconsin. After years of visiting the East Coast, she and her family moved to Maine to be near the ocean. She loves to explore and notes engaging in citizen science projects in Antarctica and a six-week RV trip with her husband, children, and dog, from Maine to California and then back to Maine, as some of her most memorable adventures.

Lisa is pursuing a Ph.D. in Leadership with a concentration in Organization Development at the University of Southern Maine. Her research focuses on the sustainability of coastal communities. She has supported research projects throughout Maine and South Greenland, focusing on the social, economic, political, and environmental challenges confronting individuals living in coastal communities. She also has a Master of Arts degree in Leadership Studies from the University of Southern Maine and a Bachelor of Arts degree in Accounting from North Central College in Naperville, Illinois.

Scott Rocray

Accountant

Scott is the accountant for the National Estuarine Research Reserve System. He provides support to ensure accurate financial reporting on behalf of NERRA and the Wells reserve. Scott is a certified public accountant, with more than 25 years of experience that includes financial oversight of federal grants and cooperative agreements.

Dolores Leonard

Communications Consultant

Dolores is a communications consultant for the National Estuarine Research Reserve Association. She provides guidance for strategies and develops a range of products that promote understanding of NERRS and the benefits that reserves provide. Dolores became a fan of the NERRS is 2004, when she began working with national funding programs focused on developing science-based solutions to problems in coastal environments. She was part of the University of New Hampshire team that designed and launched the inaugural NERRS Science Collaborative in 2009, a science funding and knowledge transfer program that received the inaugural 2014 NERRS Impact award.

Today, Dolores is a founding partner of Roca Communications+, where she provides a full suite of planning, group process, and communications services for NERRA and other clients interested in making positive change along the coasts. She personally specializes in science translation and facilitation and brings more than 20 years of communications experience to support NERRA’s needs. She lives with her family in coastal Maine and enjoys hiking, paddling,cooking, and creative writing. She is never far from her yoga mat.

Lola Jalbert

Communications Consultant

Lola is a communications consultant for the National Estuarine Research reserve Association. As a member of the team at Roca Communications+, she enthusiastically provides communications, planning, and group process services for NERRA and other clients in coastal and oceanic management.

Lola is passionate about making complex issues clear and accessible for everybody. At NERRA she develops stories and products, helps build and maintain the website, and provides coordination support. Lola loves languages and has spent countless hours learning, translating, and teaching them. She is thrilled to work with the NERRS, a network that embodies the idea that a balance between the natural world and the needs of people are essential.
